Pakistan–Saudi defence pact: the unanswered commitments

An agreement can send a powerful signal. Its practical meaning is another question.
Pakistan’s security relationship with Saudi Arabia needs to be read through the terms of the agreements and the actions that follow. The earlier bilateral arrangement and subsequent cooperation involving Türkiye should not be collapsed into a single headline. Reuters reported in September that no military response had been discussed under the Mecca pact after Houthi attacks.
That leaves an analytical question rather than a settled verdict. How are commitments activated? Who decides the response? What capabilities are available? A defence promise can deter an adversary while retaining ambiguity. Calling it a bluff requires evidence that the promised action cannot or will not occur. A nuclear guarantee should not be assumed from political rhetoric alone.
